Guidelines for the Establishment of the Semiconductor Key Equipment Procurement and Management Committee

Article 1
The National Taiwan University Graduate School of Advaced Technology (hereinafter referred to as “the College”) hereby establishes the Semiconductor Key Equipment Procurement and Management Committee (hereinafter referred to as “the Committee”) to effectively utilize the funding of the National Science and Technology Council’s Semiconductor Academy Key Equipment Construction Project (hereinafter referred to as “the Project”). These Guidelines are formulated to integrate and manage research resources, enhance the quality of procurement, improve management efficiency, and optimize equipment utilization.
Article 2
The term Semiconductor Key Equipment as used in these Guidelines refers to single instruments that are of significant importance to academic, research, or teaching purposes, valued at more than NTD 5 million, intended for shared use, and requiring professional operation.
Article 3
The duties of the Committee are as follows:
1. To review the procurement specifications of Semiconductor Key Equipment and assist in promoting each stage of the procurement process, including price comparison, negotiation, announcement, award, contracting, acceptance, and dispute resolution.
2. To review management regulations and standard operating procedures (SOPs) for equipment acquired under the Project, ensuring the effective implementation of management systems and enhancing operational efficiency, safety, and equipment longevity.
Article 4
The Committee shall consist of seven to eleven members. The Dean of the College shall serve as an ex officio member and the convener. The remaining members shall be appointed by the Dean from among experts and scholars within or outside the University. Each term of appointment shall be three years and may be renewed once.
Article 5
To promote the concept of resource sharing, maintenance, management, and user fee guidelines shall be established for the Semiconductor Key Equipment procured. These guidelines shall be reviewed and approved by the Committee before being published online. The Committee may conduct follow-up evaluations of the management and utilization effectiveness.
Article 6
The Committee shall review the annual performance report of the Semiconductor Key Equipment Construction Project, evaluate its implementation results, and provide recommendations for operational improvement based on the report.
Article 7
The Committee shall convene at least once a year. Meetings may be held only with the attendance of more than half of all members, and resolutions shall be adopted by a majority vote of those present.
Article 8
These Guidelines shall be implemented upon approval by the College Affairs Meeting and shall take effect on the date of promulgation.
